Having to retrieve all possible icon images from hard disk and to render them dynamically can consume lots of system resources. As a result, Windows save icons it’s already retrieved in its memory. When Windows needs to draw an icon, it uses the copy from the cache instead of retrieving the icon image from the original application file. This helps in making Windows draw the icons faster.

If a desktop.ini file is not detect the changes , you can use
SHGetSetFolderCustomSettings
function or try restarting explorer.

For me using Win10, signing out then signing in usually restores the proper icons, and I assume that also rebuilds the shell icon cache.

First, thanks for Rebuild Shell Icon Cache, and for make it free.
My problem is that the icon for USB Drives is not displaing correctly from file "autorun.inf" that is in root directory of USB drive. This file is:

label=Nom del Autorun
icon=San.ico
And in the root directory exists file "San.ico", but the icon in explorer for this USB drive is not this.
Any chance that Rebuild Shell Icon Cache can solve this?, or if not do know the problem and how to solve it?

As you already realized this is a secret (Actually NOT) but we can give you a hint , just look at the last picture. Or you can use one of the following codes from Run dialog, first one is for Windows 11 and Windows 10 , second one is for lower windows versions:

Hello, I have a suggestion for your tool: make your app restart explorer.exe , because there are instances where the icons still won’t display correctly even after rebuilding the icon cache, and the only way is to restart explorer.exe (restarting Windows does not fix the issue, only restarting explorer.exe seems to fix this).

I feel irritated when Windows 8.1 disturbs icons on my Desktop : desktop icons gets shuffled. First I thought it was a problem of icon spacing, but it happens even after I registry set large horizontal and vertical spacing of desktop icons. Is there a fix for it?
